THE COST OF TRUST

Your greatest talentmay become your greatest threat.

You need brilliant viziers, capable governors and commanders who can win impossible wars. But you cannot afford to let any one of them become stronger than the crown.

Every character has loyalties, ambitions and private interests. The most competent person for a post might also be the most dangerous. Sometimes you must hold someone back precisely because they would succeed too well.

Reward the wrong ally, and you create a rival. Humiliate the wrong rival, and you create a conspirator. Your task is not merely to appoint people, but to keep power in balance.

RULE THE EMPIRE

The map is yours. The loyalty is not.

Manage regions with different economies, populations, trade routes and loyalties. A wealthy province can fund your next campaign, while an ambitious local ruler can turn the same wealth against you.

THE ARMY

The force your enemies fear. The power you must control.

At its height, the Ottoman army was one of the most formidable military forces in history. Its disciplined Janissary corps stood at the heart of the imperial army.

The soldiers who could terrify your enemies could also demand privileges, resist reforms and help remove the ruler they served. Their political power was no less real than their battlefield strength.

WAR BEYOND THE BATTLEFIELD

An enemy needs no armyto weaken an empire.

Across the borders of your empire, rivals have more than soldiers and siege engines. They have gold, promises, spies and patience.

Foreign powers may approach your viziers, encourage disloyal governors, support competing claimants and turn local grievances into political crises. Their intrigues can weaken your realm before a single battle begins.

Fight when you must. Negotiate when you can. Assume the next attack may begin inside your own court.

Sources behind the Janissary section

Historical claims concern the Janissary institution over different centuries. “Among the most formidable” is a qualitative assessment, not a measurable universal ranking.
